King County Projects

   April 29, 2004 draft project list:

King County has created a draft list of RTID projects. The 2003 State Legislature passed  the "Nickel Account" transportation bill which provides $775.5 million for projects on King County's draft RTID list.     

The map below features major projects proposed by RTID as well as projects funded by the Nickel Account (state funding) within King county.   Most projects have a descriptive project page that provides information on the improvement.

Projects and information are draft and subject to changes as the Investment Plan is developed.  Each Project Page is dated.  Project estimates are in "year of expenditure" dollars based on implementation of the Investment Plan in 2004.  Shift in implementation of the Investment Plan or changes is scheduling of the project will affect the year of expenditure cost estimate.  The changes would result from general inflation. The highest inflation issue is typically real estate costs for project right-of-ways. Where applicable, estimated costs lists federal, state, and local funds.

 

Please note - specific project descriptions are currently being updated to reflect decisions made by the RTID Executive Board on April 29, 2004.  Projects undergoing updates are noted below as draft-only.

HSS Improvements

Tukwilla, Renton, Bellevue, & Kirkland

 

I-405 Congestion Relief and Bus Rapid Transit Project
Project has received $485 million in state "Nickel Account" funding.  These projects relieve congestion on the I-405 corridor by adding capacity, improving safety, and investing in transit.  The project improves 22 miles of I-405 between Tukwila and Bothell.  Roadway improvements include two lanes added in each direction from downtown Bellevue south to SR 167 in Renton and related interchange improvements.  One lane will be added in each direction from the I-405/SR 167 Interchange south on SR 167 to 180th Street and west to I-5.  One lane will also be added south from SR 520 in Bellevue to SR 522 in Bothell and north from NE 70th Street to SR 522.  The project will include transit in-lane stations, HOV direct access ramps, park and ride lot expansion, and the purchase of both vanpools and buses.  In addition, bike trails and pedestrian connections will be built, and significant stream environmental enhancements will be made.  The project description above describes $2.72M RTID investment plus $500M from the state and $200M in federal funds.

Seattle

 

SR-99 Alaskan Way Viaduct & Seawall Project
Project has received $177 million is state "Nickel Account" funding. This project will construct a new six-lane facility between Holgate Street and the Battery Street Tunnel. The cost estimate is based on replacing the existing viaduct and Seattle's central waterfront seawall with a new 6-lane stacked cut and cover tunnel and provides a connection to a refurbished Battery Street Tunnel. The project estimate also includes reconnection of Mercer and Roy Streets over SR-99 north of the Battery Street Tunnel.

Kent, Auburn

SR-167 Green Valley Corridor
Project has received $9.6 million in state "Nickel Account" funding." This project will improve congestion in the SR 167 corridor by addressing three critical transportation "chokepoints". First, the remaining sections of HOV lane will be completed from their current terminus in the vicinity of SR 18 in Auburn to the King/Pierce County line. This will match the HOV improvements which will be made in Pierce County. Second, one lane will be added in each direction from S. 180th Street (matching the I-405 Corridor improvements) to 84th Ave. S. The third project will add an auxiliary lane to SR 167 in each direction between SR 516 (Kent-Des Moines Rd.) and S. 277th Street.

SR-520 Bridge Replacement and HOV Project 
Project has received $55 million in state "Nickel Account" funding.  The SR-520 Bridge Replacement and HOV cost estimate assumes 6-lanes (2-GP & 1 HOV lane in each direction). It replaces the floating bridge, approaches and constructs HOV lanes from east of Montlake Boulevard to the vicinity of Bellevue Way. Adds expanded roadway shoulders and bicycle/pedestrian lanes.

SeaTac, Federal Way

I-5 / SR-509 Freight Mobility and Congestion Relief Project
Project has received $35 million in state "Nickel Account" funding.  This project will help relieve I-5 congestion and help freight move in south King County by completing SR 509 as a six-lane freeway with HOV lanes between Interstate 5 and S. 188th Street in SeaTac.  This project will also construct 6 miles of improvements on Interstate 5 from S. 320th in Federal Way to South 200th and connects SeaTac International Airport's South Access Expressway to SR 509 and Interstate 5.  Dramatic water quality improvements will occur in the Des Moines Creek Basin.  The RTID investment coupled with state funding from the nickel package completes this project.

Federal Way I-5, SR-18 & SR-161 "Triangle" Interchange in Federal Way
Project has received $3 million in state "Nickel Account" funding. 
This project will improve the I-5/ SR-18/SR 161 interchange.  The environmental process which will determine the exact scope of the project is now underway.  This estimate is based upon a Design Study completed in early 2003.  It includes construction of a direct westbound to southbound freeway to freeway ramp connection, construction of a frontage road on the west side of the interchange connecting directly to SR 161, and construction of a direct southbound I-5 to eastbound SR 18 freeway to freeway ramp connection.

SR-99 North Bus Rapid Transit (BRT) Facilities
Project has received $10 million in state "Nickel Account" funding.  Complete transit/business access transit (BAT) lanes, build sidewalks, upgrade traffic signals and expand selected intersections per Aurora Corridor Improvement Plan. Provide BRT amenities including upgraded bus shelters, lighting, real-time customer information.

SR-522 Bus Rapid Transit (BRT) Facilities
This project will improve sections of the SR 522 corridor in Lake Forest Park, Kenmore, and Bothell. In Lake Forest Park, the SR 522/SR 104 (Ballinger Way) intersection will be improved. In Kenmore, business access and transit lanes (BAT Lanes) will be constructed to improve bus operations in the corridor. In Bothell, the portion of the project located in "Wayne Curve" will be improved with a center median and transit amenities. Pedestrian improvements will be made in all three jurisdictions. In addition to these improvements, funding for new buses to serve the corridor and for bus base improvements is included.

Non-HSS Improvements

Sammamish

244th Ave SE Widening Phase I from SE 8th to SR 202
Construct northern missing link and retrofit existing portions of roadway to complete a three-lane (one lane each direction plus turn lane) Minor Arterial providing much-needed additional capacity and congestion relief on the north-end of the Sammamish Plateau. Includes curbs, gutters, sidewalks, bike lanes, street lighting, storm drainage and landscaping.

Newcastle

Coal Creek Pkwy from Renton C/L to SE 72nd St (Newcastle)
The project will provide four or fives lanes between SR 900 in Renton and the Coal Creek Parkway / I-405 intersection in Bellevue. Bike lanes and sidewalks will be added throughout the route. The project is split into phases. The state's $26,225 million is TIB and Congested Corridor Funds.

HSS Approach

Issaquah

SE Issaquah Bypass from Front St. South to I-90
This project will construct a new bypass arterial on the eastern edge of the City of Issaquah.  The new 1.5 mile roadway will provide a new connection to Interstate 90 at the Sunset Interchange and extend south to Issaquah-Hobart Road near the south city limits.
